Skyrim can be incredibly inconsistent

I am sure you can all think of great examples. Here's mine- the thu'um


-Common dragons don't use it at all. They just breath fire or ice like generic dragons (I think a high level one might have pushed me once) They dont shout and most of them only use the one breath attack
- many enemies who shout don't really shout anything either
- that the diverse language has to be so restrictive on shouts
- that although word walls have so many words on them- they only give you one each (although i found one that gave me 2 and another 3)
- that the greybeard's make earthquakes when they utter simple words yet dragons (most prominent example being alduin) are just loud
- when the greybeard's all talk to you to see if you don't die from their voice your companion still survives.
- dragonrend gives dragons time too land (they casually fly around until they decide to land) but what's more is that they are perfectly fine once landed
-icebreath and firebreath (well, i haven't realy fully got firebreath but i can assume it's the same) isnt a long stream of fire but rather a short burst. Why can't we match dragon's?

I got attacked randomly by a group of Thalmor Justicars, one of them had a note that I was an enemy to the Thalmor and should be executed. Then later on in Markarth a Thalmor and 2 Thalmor guards approached me and asked me to do a quest for them which I did and got a reward for. I dont understand the consistency there!

I agree. Dragons should use more shouts than just ice or fire. They should be able to use any shout that I can use as well. I can't believe there's no storm dragon.
