skyrim keeps redownloading from steam

anytime I quit skyrim, I see the download screen start in steam like it is downloading an update or something. it is always a pretty small download, but sometimes takes 2 minutes.

what is this?

It's probably Cloud syncing your saved game.

Ya I think that is normal. It did that for human revolution too.
