Many Steam games are not listed in Add Remove Programs... it's not odd as every aspect of install and uninstall is done inside the steam client. You shouldn't have Skyrim listed there...
Apart from additional DirectX, VC redist and/or .NET framework installations, which affect directly underlying os, game datas and folder can be handled directly by the steam client if the game is originally designed to work with it and inside it.
The only games i've in Steam, which are also present in Add/Remove Programs, are old titles originally not designed for steam (and which have not been modified/patched for it).
Morrowind and Oblivion for example, even when bought and downloaded via Steam, have not been modified for full steam support, therefore you can find them on Add/Remove programs. Both of them have an unistaller .exe to register in Add/Remove program... Skyrim has not, since it's fully integrated in steam.
