Skyrim stuttering how to fix

With lowest settings i get 70+ FPS when standing or in the moments i can walk fluently.
But when the stutterin occours, the FPS drops under 20

Yes, i tried the beta nividia driver.
Noticed that i had Cool&Quiet enabled, so i turn it off.
Still no better performance.

I always run the lowest gamesettings while trying to fix that problem. No mods enabled
The stuttering appears right at the start of skyrim and while walking around the world. No matter the location.

Sorry, I'm all out of ideas here. Hope you get it sorted but I'm at a loss, your system should easily be able to handle the game without issues.

Ok, got much futher with that problem now.

I reinstalled the newest Nividia Beta Driver and started the game right afterwards. And it worked. I quit in enabled all mods, hd texture pack, set the settings between high and ultra and restartet skyrim. It just worked. A smooth game experiance.

But heres the next problem: If i do a restart of the PC, everything is [censored] up again. Stuttering every 4seconds.
I reinstalled the driver again. Skyrim was running smooth as hell. The next restart of the PC [censored] it again.
I looked that up in the internet and found some threads, where people explaining exactly the same problem. But not only on Skyrim and nivida. AMD users seems to have that problem as well. Most threads i have found had "Dungeon Defenders" as topic. So its not a Skyrim related problem. But the problem were not solved in any of those threads.
Does anyone have an idea? People were suggesting a problem with loading the gaphiccard drivers on reboot, but found no solution.

Finally fixed it: It is an ASUS related problem. This includes Nividia as well as AMD graphic cards from ASUS. Asus provides two programs for Asus graphiccards. The first is "Asus Gamer OSD" and the second is "Asus Smartdoctor". Both prograbms seem to do "Service" on startup of your PC and [censored] with your graphic card. Just delete both programs, maybe do a reinstall of your graphic driver and it should run.
