Why do people keep saying there is bad performance in towns? What kind of performance are we talking about? If I'm overlooking Whiterun from Dragonreach I get 30, which is the lowest my game goes.

Your CPU has twice the cores (I know the game doesn't use them very aggressively, though) and well more than twice the clocks compared to the game's minimum requirements. I'd imagine there's plenty of players who get a slideshow in the same scene.
