Yo VATS isn't just an aid in the game they thought would make it easier for people to play, its also a high teck equipment made using electronics, game speaking of course.
Skyrim as far as I can tell doesn't have any form of electricity.... yet.
Why would the game even needs VATS? There's not body multipliers for magic or arrows. And you have to be really [censored] if you can't hit someone with a melee in Skyrim.

VATs in FO3 and FO:NV is a remnant when it actually made sense and worked in the Fallout series. They just kept with it despite it not really lending itself for that type of game what-so-ever.
Though in Fallout I think your weapons do more damage because it wastes AP. Hopefully, VATS won't be as much of a necessity in FO because they'll probably make the sensitivity a lot more fluid.
I have wasted some magika on a frost bolt or missed with an arrow, but having VATS in this kind of game would make it too easy and less real. I like a little bit of a challenge.
