I sent an email to Bethesda months ago regarding this and its not a huge issue but its slightly annoying that it hasn't been fixed.

I thought it was unique to my ps3 experience until just now.

Every single time I get a numbers job to change the ledger at Haelga's Bunkhouse in Riften, the quest marker will always direct you to a crate upstairs making the quest unfinishable, you can't interact with the ledger at all. This doesn't break anything seriously and its not a major issue as I mentioned but I feel it bears mentioning again.

I happen to like the numbers jobs and the heist jobs, they're good solid white collar crimes and the only victims are bloodsvcking capitalists.

Ps3 or xbox just go back to Delvin Mallor. Dump the numbers job. Then request a new one.

I think the actual ledger ended up in some other town.
