Do I smell treachery? What is Jora talking about?

Some of the replies (mostly the beginning) was cut off because some rude NPC decided to talk to me.

What in the oblivion is going on in this picture?

I'd say that Jora is probably setting up an escape plan should the Stormcloaks lose the Civil War and the Empire reestablishes its grip on Windhelm. Windhelm's the only city that openly allows the worship of Talos and that's in direct defiance of the Empire and the Thalmor. If Windhelm falls to the Empire, the Thalmor will most likely want to round up its Talos worshipers. Niranye is offering to put Jora in contact with some people who will help the Talos priests go underground and escape the Thalmor should the need arise.

It's not treachery, it's preparation.

Niranye: Well, lets just say that I know some people who are experts at helping others disappear when they need to.
Perhaps you misunderstood this part and thought "disappearing" means getting killed, but Niranye is just offering to help Jora get into hiding if the Thalmor take Windhelm. Her other dialogues suggest that she's in contact with the Thieves Guild, and judging by the fact that Esbern stayed alive all these years they are indeed discreet.

Oh. Now you tell me? I haven't unlocked the fences yet, I had no idea she was one. But it makes sense given all her dialogue!

Niranye works with the Summerset Shadows. If you listen to her other ambient dialogues, she tries to set up a smuggling connection with Captain Cruel-Sea. There's a Thieves Guild quest from Delvin to shake her down- you have to do 5 jobs in Windhelm to get it.

I think her offer to Jora was sincere. Of course she's interested in the coin, not the politics.

edit- However, she does have a copy of The Talos Mistake, and IIRC it's the only book in her house. Make of that what you will.
