I'm looking for an item with a smithing enchantment to disenchant, are there any set ones out in the world or do I have to hope I get lucky at a vendor?

They're pretty much random. I bought all of mine at Radiant Rainment, although I found a smithing neck in a dungeon chest.

There is ONE item that has it for sure, however it's a quest item. The Forgemasters Fingers, orc stronghold quest item. Dunno if you can DE that or not.

Another is the ring given to you if you decide to end the Forsworn Conspiracy quest by registering your disapproval at the King trying to kill you violently and all over the place. This can definitely be disenchanted.

He means that when you're in Cidhna Mine you end up face-to-face with the King of the Forsworn and depending on your choices he may try to kill you, and you register your objection to this by killing him first.

Ahh, do you still get cleared of all the charges if you choose the "kill Madanoch" plan? Also where is the ring? I killed him and there isn't anything on his body.
