-Level 70 of sneak allows you to be silent while walking or running in sneak mode and it doesn't affect detection. What if I dont get any perks in the sneak tree until this one; would it still work out?

-Can I skip the 50% cost to novice destruction spells at and do apprentice at 50% magicka cost later on or do I have to start a tree with the first perk and build up?

They are trees... You can't go straight to the leaves without going through the branches.

As for Silence, you didn't read the description. There is no mention of sneak mode.

The perk trees are all prerequisites to the next. Ones like overdraw (archery) or Juggernaut you only need 1/5 to advance. Check out UESP.net for their detailed page on Sneak/Stealth/Muffle/etc. Very informative.
