Not sure what I did, but I created a new character and was going to use the "The Wasted" Top on him and it seems to be locked again. All the The Wasted, and the The Shield items are locked again. I am going to just play with this character, and see if it unlocks again (if I remember it unlocks pretty early) I was just wondering if anyone else has run into this, and if so, what caused it?

Note: I know I had these items simply because I am wearing the The Shield stuff on my first character right now, but it is locked at the same time. I assume if I remove it I can not put it back on. I have also used the The Wasted before as well.

Are you sure its not just a case of you need to unlock on each individual character? I wouldn't know as I'm still waiting for it to arrive.

Every new character you open you need to unlock everything all over again, its not global.

No, everything is global. My new character has everything unlocked (Aside from Rank stuff) that my first character has. Even if it was not the case, I said that it re-locked on my first character as well. But, it is indeed global as This is my third or fourth character I have made, and they had every gun and every piece of apparel that I originally unlocked on my first character.

I would personally like some insight now on why my items have relocked.

I've had something related and weird happen. My second character has everything unlocked. The strange thing is that the character customization option is flashing as if there is new stuff i can use, but there is nothing there for me to select that i haven't already used on that character. There are no flashing options or orange notifications within that menu on either the security or resistance, yet the main customization thing is flashing.

As far as I have seen, challenge based unlocks are global, but level based unlocks are per-char. I could easily be mistaken though,
