Some Redguard Lore Help

I might Have skimmed over this on the Wiki, but does Hammerfell have a ruler or king. Like how Skyrim has Jarls, and a High King. What does Hammerfell have?

As a rule, read the 1st Edition of the document before you read the 3rd. The earlier version is more about culture, environment and social structure, while the 3rd edition just says who has been killing who lately.
