When i started playing everything was ok for first playthrough but on the second one strange lines started appearing around the wasteland which blocked of the screen and turns blood, grass air into yellow black cubes. I reloaded the game a few times and they dissappeared for few minuted but when it returned. It is very annoying and i tried making a screenshot but it appears black on the screenshot. Any thoughts on what is it and how to fix it?

What temperatures are being reported by your thermal monitoring software when this is happening? That sounds to me as if either a video card is failing in some manner, or else it is overheated. You should do something to correct this, if I am correct, because it will eventually damage the graphics card and force you to replace it.

But why when the same doesnt happen to F3 or call of duty or mass effect?
I noticed one thing that when i worn King Outfit certain parts of the jacket were missing and from missing cells a buncjh long black lines stretched to the aim point.

What? I took your advice and i am currently doing that stuff to fix.

I'd suggest emailing the Bethesda Tech Support, if that stuff listed above doesn't work for you. I've emailed them before, they're fairly prompt at replying and, well, they try. Mine was a freezing/crashing issue so they didn't even give me the correct answer, I found it on these forums, but yours doesn;t sound like an issue that is too common and caused by many factors, so you might want to just send them an email just to see what they have to say.
My standard contribution is, are you using mods? If you use mods, I suggest disabling them all and giving it a go. Most problems I encounter are from mods.
