I sided with imperials and when I go to winterhold imperial camp after told by Tullius to regain winterhold When I talk to legate Rikke ,there is no "Reporting for duty" Dialogue, and I'm stuck in this quest.
I tried waiting for 24 hours but still there's no dialogue update, the quest flash is over her head and everything, but no dialogue.
This issue was in patch 1.3 , but I still have this issue in 1.4.
I checked this problem with two save games, the one I had in 1.3, and the one that I started from scratch after 1.4.
The same issue is with the guy in windhelm that hates the darks elves, there is no dialogue to brawl with him, this "I don't like your attitude" doesn't exist.
For this issue I shirked the main quest and civil war.
Please fix this, thank you.

For me there is missing dialog about starting the civil war with Balgruuf (Ulfric's war axe). I re-rolled a new character for sole purpouse of civil war and still the dialog was missing. Even when i type help CW03 in console there is no indication of the dialog for Balgruuf even existing.
