Something i wish they did with skyrim that was in fallout

ok, huge TES and Fallout fan, both great games, both do what they do fantastically. this isnt a thread botu which is better etc etc. BUT there is one thing while i remember playing fallout 3 and NV, was that after i put my points into my 1-10 stats i wish that i coulda have lvld up my skills by actually doing them like u lvl up in TES instead of how many points i put into into Int. Now im playign skyrim and actually loving the lvl up system but was thinking that hpefully when the Ck comes out OR the next TES, that they keep the lvling up system BUT maybe add in the the ol Fallout stats at beginning. Like when creatign the charector u had the stats 1-10 and put points into them AND...that was it. No getting str up to 100 etc, it just basically lets u "define" ur charector at beginning letting him be a LIL bit better than average at soem things, horrible at somethigns, or pretty DECENT at some things. doen in a way that maybe dont have that much effect into the game maybe just like Fallout str could determine if u can use a 2handed weapon and maybe add .5 points of dmg to unarmed, Endurance or whatever u wanna call it could improve carry weight and health . Soemthign like that, bring back the old stats BUT just amke it to where at beginning u put points in, helps determine ur charector and what he/she does, but to not gimp or exploit have it to where thats the only time u actually affect the poitns at all, no armor with +1str etc. i think it can be doen in a way that would help start out charectors that are ALL DIFFERENT and not every charector coming out was a common joe type. I dunno, in my mind i can see alot of promise in it if im not very good with words to put it down on screen.

but does anyoen think good idea, be doable with a mod, or any better ideas? maybe we will get lucky and soem modders see this and maybe get a mod to work that will do this. flame away.
