Where can I get the Creation Kit?

I can't find it in my library, I have the latest patch I thought it comes with the kit. I also checked the DLC and it is only the high res pack I can't find the kit...

I know I'm missing something obvious, hehe. Please let me know where I can DL it.

At the top of your Steam library click on the bit at the top where it says "all games" and go into "tools", it's in there.
