Spell dealing half damage

Apologies if you feel this is not the appropriate forum for this question, but i felt that everyone here has access to the CK and therefore may have come across this effect when creating mods.

Basically i was creating a spell with 5 effects with all effects set to magnitude 1 (each effect is identical). Yet when testing this spell on Hadvar, it was only dealing 2.5 (verified through the console).

I then set the spell to ignore absorb/resistance, confirmed Hadvar's resistances were all 0. Removed the keywords on the effects and also set the destruction skill to 100.

Yet no matter what i have tried the damage dealt is always half of that of the spells magnitude.

Any ideas as to why this occurs

What is your games difficulty set too?
I know different settings effect all damage types from physical to magical.

This is probably exactly it, if you are on Master.

Thanks for your replies, that explains why i couldn't find any setting in the CK that was causing this to occur.

Tested all difficulty settinggs and found that
Novice deals 100% more damage than Adept
Apprentice deals 50% more than Adept

Expert deals 25% less than Adept
Master deals 50% less than Adept
