the wiki say the quest in Treva's Watch but in my game its say he in the Valtheim Tower when i went to Valtheim Tower i did kill someone name Sliver hand but the arrow just point on the ground not on her tho and no one there what i suppose to do? any help?

p.s. nothing happen when i stand on the arrow
