do the bonuses from various items stack?

for instance, I'm wearing the thief gloves which give a bonus to lock picking, I forget the #, but I'm also wearing a necklace of minor lockpicking, which gives an additional bonus percentage.

do the two percents stack, adding together.. is one a percentage of the other (so still worth wearing both), or is only the highest percentage taken into effect?
