Is there anyway to start a new character race at level 1 on existing saves and keep the quests log, stats and items?

Or really need to start a new game and go through mq to get dragonbanr and dragonrend shout?

No, you can't.

Nope. New character means new character.

So, you can't get those items yet unless you... cheat through the quests.
