Perhaps Im mistaken, but i am under the impression that as i gain expierence and levels; i too, should be able to gain points to add to my stats (s.p.e.c.i.a.l)
and yet i havent!? has anyone else had this problem? am i missing something!? Currently im level 14 and havent once been able to add points to my Str, or Agility, Endurance, Charisma....etc

The only way to add points to your SPECIAL is by selecting the Intense Training perk when you level up. Otherwise, once you set your SPECIAL stats in the beginning they don't raise when you level.

Your S.P.E.C.I.A.L is pretty much set at the beginning of the game, only items or perks can affect it. As you level up you level up your Skills like Lockpick, Science, etc by adding points to them...

Note that you can in fact raise some of your SPECIAL attributes later on by getting surgical implants, but in general, yeah, you're stuck with what you started out with.
