I would personally bump Intelligence up to 4 so you can get the Educated perk. You will never want for skill points if you're okay with hunting down skill books and even then never taking a skill (except your combat skills) over 80, since you can further increase them to a temporary 100 with magazines, clothes, and chems. I'd also bump Luck to 9, and eventually get the implant which can increase it to 10 later. The Sniper Rifle multiplies your chance to get a critical hit by x5, so with a Luck of 10 and the Finesse Perk (or Boone's hat), you will get a critical shot 100% of the time in VATS and 90% outside of VATS.

Higher strength will make your aim more steady, put that to at least 8.
Perception isn't vital unless you want perks from it.
You won't need high endurance since you won't be taking much damage as a sniper.
Charisma should be 1
Intelligence, Agility and Luck are your most important stats, at least 7 in each.

STR 8
PER 3
END 3
CHR 1
INT 9
AGI 8
LCK 8

I would do something like that.

edit: I personally would take Guns, Sneak and Repair. You'll want to keep your gun well maintained for best accuracy

EDIT: My campions will be EDE and boone, i kinda figured that having some charisma would be a good idea. Mainly for nerve:). This is a hardcoe mode character, the survival skill isuseful for hardcoe mode isn't it?

Go into your gameplay settings. Change the Kill Cam to "Player View". Trust me it makes a huge difference when sniping. When it kicks in you have Bullet Time making a second, or even third, quickly aimed shot easy. Using the All-American I've dropped up to four Fiends during one cycle of the this cam mode, counting the Fiend kill that triggered it. With a .308 sniper rifle two shots using this seems to be the norm, but I think three is possible.

Here is my sniper character:

ST 5 (Average: I'm not planning on hauling a lot of stuff around, just the essentials and 3 or 4 good rifles/guns)
PE 7
EN 4 (Scope surroundings and keep targets far away and everything will be fine)
CH 1 (No time for followers or chitchat)
IN 8
AG 8 (I wont be using a lot of VATS but high AG is just an insurance if I get overwhelmed)
LK 7

Traits
Trigger Discipline (Snipers best friend imo)
Wild Wasteland

Tags
Guns
Survival (I picked this because of my less strong and fragile nature, didn't have a clue what it meant in the beginning but it turns out okay)
Sneak

Perks
Everything that is related to guns/repair and some other perks when I have some choices left. Plus Intense training to pimp my EN or CH a bit.

----------------

I'm still in my first play-through and I dunno if my stats are any better but I'm still surviving in hardcoe mode. At the moment my only follower is Boone and my small arms skill up to 70%, pretty steady aim.

Yep, it is. Now even if you don't tag it or put any points into it for a while, it'll be easy to stave off hunger if you keep some of the meat you take off of animals you've killed. When you do start to invest some points into Survival, it means all food will do a better job of removing your hunger, which basically means you have to eat less and less. Water and things that reduce your thirst also becomes more effective.
