Sadly, it's easy to forget that broadband isn't available everywhere yet especially in certain pockets of the world. The only solution would be to somehow find a computer you can use steam on that has a broadband connection and download the files to a dvd, flash drive, laptop, etc. then copy them to your steamapps folder. Kinda sad you can't just play the game unpatched from the retail disc, that's definitely a mistake for any retail games that utilize steam
