Why Bethesda doesn't allow to purchase RAGE in Steam in Russia region? I want to pre-order region free RAGE version and get Anarchy Edition, what to do in this situation?

I don't think it matters once you register the game on Steam. You'll be able to download it anytime, anywhere.
