Is there anybody that you can sell these items to?

Erm...anyone. Not sure I understand, I sell stuff I've stolen all the time.

The only thing is I don't think you can sell things you've stolen from that person back to them.

This isn't Oblivion. You can sell anything that isn't nailed down to anyone as long as it isn't a quest item. Quest items just plague your inventory like somebody glued them to your skull.

Okay i didnt think they took stolen goods, ill try it out.

Only thing I'm pretty confident about is that you can't sell stuff you've stolen from a merchant back to them. I know you couldn't in FO3.
