It seems that stores randomly stop refreshing their inventories about halfway through. I first noticed it after gaining full access to the BoS shop, which stopped updating its inventory, and later noticed that every shop had stopped. Anyone know what causes this or how to fix it?

I've exhausted the cap supply of every store I've found, and since they no longer get new stock, caps are completely worthless, as is almost all loot.
