Once i complete the liberation of skyrim quest line, solitude stays in a state of disarray. People don't return to the streets, the blue palace remains locked.

Is this supposed to be the result? Cuz that's lame. What are other people experiencing?

For me the city after the quest line has rubble over the ground but the folks still come out I waited like a week before I went back though.
