Hello

Im currently trying to do the "Regain the Pale" part in the Reunification of Skyrim quest, where im suppose to go to the Pale imperial camp, when i arrive the quest arrow is just pointing at the ground and ive been trying to talk to everyone there but nothing happens. Been searching the quest on the internet and it says im suppose to talk to Legate Rikke but she's not there. Dont know wut to do, please help:)
