I am above and to the rear of Primm, between the high power tower and the railroad track. I am stuck on top of rock! I can jump and squat as normal but the character will not get off of the rock. I have tried everything to get away from the spot, even dropping grenades to force me away, it wont work.

Any help would be appreciated.

You'll have to go into the console, but doing so will require you to save and restart or you won't get acheivements.

The console command is:

tcl

Enter it once then exit the console. Move your character out of the rock. Re-enter console and type:

tcl

Basically you're toggling clipping/collision. First you're turning it off, then you're turning it back on.
