I started making an Exterior cell which is pretty big, maybe like half of new vegas and while working on the military base i started raising the water to a level under the terrain. It took long time but finally i was able to place the water in the right spaces and make everything nicely. I went into the game to check out the Exterior only to find that when i step inside the base i am being transported hight into the air onto a floating Exterior. I can Jump from it but when again i appear on the same cell again and again.

When while tinkeriing inside the geck i found that large hole was created under military base. Why would part of the exterior just rise into the air?

Any thoughts on how to fix this?
