Suggestions on making a James Bond-type character?

I'm trying to make an intelligent, charismatic character, who has great gun accuracy and stealth. Basically, like a sniper with brains. However, I can't seem to get this to work.

It seems that I need 8-9 points in Perception, Agility, and Luck to be a good sniper. However, that means he'll either be a weakling, as likable as a troll, or dumb as a rock (or all of the above). And as for Traits, I picked Four Eyes and Small Frame. That is not James Bond :blink:. That's like the sniper from Team Fortress 2.

My question is what is a good build for a stealth + headshots style with rifles or silenced weapons? I also want decent Int and Char for the dialogs.

I think you're trying to make a Tank Mage. The character creation system basically makes this impossible. You'll have to compromise. The best bet is go with a weakling 007 (less strength and endurance) and leave the luck alone. The 4 eyes trait, while annoying will help you get your Perception up, and the small frame can give you that +1 to Agility, but you might be better off with the 20% accuracy bonus of Trigger Discipline. I think if being a Stealth/Sniper is important your start build might be something like this:
S - 4
P - 7 (8 with 4 eyes)
E - 4
C - 5
I - 6
A - 6 (7 with small frame)
L - 4
Tag: Guns, Sneak, Speech
and just resign yourself to burning a perk or two on intense training. It's the best I could think up for now. Maybe decide whether you need Intelligence or Luck and tweak accordingly. That lack of +1 to each stat from Bobbleheads puts a serious limit on maxxing out characters (maybe for the better).

I'm concerned about the STR being 4, because I don't know if high end rifles might require 5 or 6 STR (although isn't there a perk that reduces gun STR reqs by 50%?) The only other problem would be with low STR, can't wear heavy armor. Coupled with a low END, this character will get hurt by a gust of wind. I'd have to basically sneak, shoot and run. With LCK so low, I'd have rare crits, which would be a necessity on this build.

Also according to PC Gamer's review, charisma/speech is very important in the game, more than the combat skills, because you can talk you way out of anything, even boss battles. I might instead lower the CH to 4, and raise INT to 7 so I can get more skill points, and pump them into speech. I don't know what to do about Luck though.

Good points, though, I'll give it a shot.

If you're worried about being like James Bond, put points into Charisma, Intelligence and Agility.
James bond doesn't use big guns. They're not subtle.

You can permanently increase points in-game. Not all 5 of them (I'm guessing 3 at a time, maybe less, maybe more). If you want I can make it clearer, but trying not to spoil it.

Get only 8 perception without Four Eyes, 7 with. Plenty of items that increase Perception by 1, and you can get an upgrade for that.

Get 7 luck for Lucky 7 dialogue options, if you care.

STR 4 is enough. There's light armor with very high DT - not the best of course, but enough that you won't die in a second to large amounts of ranged enemies, so you just have to play it safe against the bigger stuff. Rifles don't seem to require that much either, but I haven't encountered too many so far.

Most of the early game charisma related dialogue seem to be speech checks only, and you can easily get gear that improves it by one point, or use drugs to max it (Survival lets you make a drug that gives 5 charisma). The game tells you exactly how much of a stat you need for a specific check (skills at least, haven't seen a SPECIAL one I've failed, but I've got a bit of everything), so you can save before dialogue and go back if you missed something.

Accept barely above average stats and just focus on the important skills. Guns, Speech, Stealth

If you want to create a jack-of-all-trades, however, that's a no go.

Skip the 4 eyes as there's some debate about whether it counts as 8 or 6 for Pre-reqs on perks, and I think that Trigger Discipline makes more sense. Grab yourself the Confirmed Bachelor perk for dealing with the ladies at level 2, and just burn a level 4 or 6 perk on Intensive training to boost your luck. Seems Bond like to me.

It counts as 6, unfortunately. Trigger Discipline is nice, but I believe it only affects VATS (I'm pretty sure bullet spread is the only factor outside of that). The 3% crit trait isn't a bad choice either. The drawback is very minor as you're gonna want to get 70 repair anyway (to maximize the amount of specialized ammo you make), and if crit bonuses work like Fo3, it could be a huge one with certain weapons.

And Confirmed Bachelor/Cherchez La Femme are for gay dialogue. You want Lady Killer.

Well, here's what I ended up using. Basically I made a gunslinger with low END and CHR, but I raised INT so I can get more points each level up. With those points, I put them into Speech to make up for the low CHR.

Currently he rocks with pistols like the 10mm, but the rifle skill is not so great (possibly because I'm still using a Varmint Rifle). I'm hoping that once I get a good rifle with scope, I'll get sneaking headshots, and with LCK and 7, I should crit quite a bit.

By the way, I used two "Intense Training" perks to raise my STR, and I think it was either INT or AGIL for the second one.

The Varmint Rifle is actually one of the few silenced scoped weapons you get iirc, so hunt for that night scope in the vendors! Chet sold it to me 3 playthroughs in a row.

Jame Bond is in Fallout a super hero:
He got good (7 min) in all of these Perception, Endurance, Charisma, Intelligence, and Luck (Strength is the only one that is about average that is 4/5).
Skill wise well again he skilled in a lot of them, Guns, Explosives, Hacking, Speech, melee/unarmed and semi good with Stealth (science is a not really) rest not sure above.
So want James Bond your have to cheat.

That's a good build but DONT take Four Eyes it bugged in that its -1 perception base perception and then glasses add +1 for a net of 0 (your better off not picking 4 eyes and keeping a set of glasses equipped all the time).
