All of the stuff in lady gibsons house is beneath the metal floor when you exit helios 1 and you are going to the solor array pannals

So basically they spawned underground? If your on PC, you could use the console to spawn them to you.

yes but i can pick them up, but i cant see them. and for some reason old lady gibson, her dogs, and 2 mole rats were hostile

Well for me, every now and then when I exit the back of that base, the old lady, all of her dogs, and about 5 mole rats appear from nowhere and they're all aggressive towards me lol. I just reload and it gets fixed. But they honestly need to start fixing these bugs soon.
