Okay, so I've been acting as the saint in my current play through and wanna help out the FoA with finding a new supplier for their chems. So far the only supplier I have found are the Garretts, and I find that highly disagreeable, especially the terms they put down. All you're essentially doing is keeping the status quo. Sure, they get more supplies, but the people that push the vices just increase the output... nothing solved.

SO, are there any other suppliers out there that could get the chems to the FoA with a far more acceptable contract? Even if it is a lesser of two evils, I find the Garretts a greater one.

A higher speech skill will allow for an option to suggest to Julie that she can use the money to expand. That will make her happy.

She mentions bargaining with the crimson caravan, however there doesn't seem to be a way to bring it up with their leader.

She mentions the Crimson Caravan but I couldn't find a way to do it. I think the Garretts are the only option. But as mentioned above, the profit from the arrangement would result in the Followers expanding, possibly to help in areas that are not affected by the Garretts.

Your other choice is to not do it at all, and just keep giving them supplies. You can tell her that you can't keep them supplied, but from a RP point of view, that's not true at all. Being truly 'good' in the game means keeping the Followers going which means taking a position of power, one which you could easily exploit to help those in need.
