Legion fort? A guy on the docks of Overlook Cove or wherever will transport you there.

Note that the guy doesn't do anything. You look down and activate the raft.

I tried the same thing yesterday!!

Ended up running into some Deathclaws and getting killed very quickly.

I cleared out Cottonwood Cove and wanted to assasinate Ceasar, but alas...
