Weapons have a number of "charges," and, for example, each hit with a sword will cost a charge. Armor that you enchant requires a soul gem to put the enchant on it, but does not require additional soul gems to keep the enchant active - armor doesn't have "charges" in the enchant.
When you make your own enchants, your enchanting level and the soul gem you use will determine how much damage each charge deals, or how high the percentage is on an armor enchant (i.e., if you add a health enchant to a piece of armor, it may say health increased 20 points, but if you use a higher level gem, it may go up to 30 or 40).
