How does the character talk to people? I try to get some one to unbind by character, but they just stare at me. This is a great graphic game but to me it fall short with no dialogue key,

Non Playable Redguard? Maybe?

Not sure.

Follow Hagvir or the Stormcloack dude. They'll help you. Since they're not redguards... And are non playable.. It may do.

You press "E" on the PC to talk to people. No clue for the Xbox or PS3 though.

You can't interact with NPCs or objects yet, because the game developers thought it was a good idea to restrict your options at the start of the tutorial to an extreme degree. What you need to do is follow the questmarker, or just walk into the only possible direction that you've got for now (into the tower, jump to the tavern, follow that imperial soldier then.) Once you're inside of the Keep, you will be untied and can start interacting with NPCs and objects.
