Tech question to devs; Dialogue and Voice Acting

One of the great challenges that we never overcame in the Fallout 3 modding community was the use of Lip Sync within the GECK - we were never able to make it work, and the entire lot of us had to resort back to using the Oblivion CS's lip sync tool. Can you tell us if with the FNV GECK, you all are able to create lip sync within the GECK? Or is the lip syncing functionality tied into the new dialogue editor that we will be able to do both in the GECK?

As far as I know, this was removed because the lipsynch feature was not theirs to distribute. So I doubt it.
