My favorite power if all time! I found the tome in labarinthian but my warrior can't learn it. What does it do? Can it do damage? Can you make a battlemage that uses it to hurt enemies?

Yes

You can use it to pick up and take/throw objects from a distance. It's not really meant to be deadly, but neither are piles of bones, or cabbage carts.

It's great for getting your Alteration up without battling.

and let's say you did not find it in labarinthian. Can you find the tome somewhere els?

Yes, it is not a unique or uncommon spell. I would love to find uses for it to fit my alteration spellswords image, but I come up short alot. Even using it to grab items off of pressure trap pedestals does not work- and that pissed me off to no end.

I could imagine listening to the guards thinking "I used to be an adventurer like you, but then I took an arrow in the knee".

You can pick up set bear traps and throw them ay enemies. Epic

Be warned though...it takes a loooooong time and a lot of health potions to kill a dragon using telekinesis and a spoon....and you'll need loooots of spoons.
