Does anyone know where I can get Telvanni robes without console commands or killing any House Telvanni members?

You get some by completing a quest for Neloth, not as a reward but from looting the body of an NPC involved in one of his quests.

Not that I know of.
Although, the 'Boots' you get from the COW or on random Mages fit the look. And as for Gloves, the brown 'Gloves' you find around miners and things do the job.
Personally, I use the Vampire Boots and Vampire Gloves.
I was a Light armour, One Handed and Restoration user, untill I maxed One Handed, and then wanted to become a propper Mage, as I had a big load of Magicka.
So I just wear Miraaks mask whenever I need that extra Defence, and that little boost to Magicka.

I also believe Miraak's Mask changes between Light and Heavy armour depending on what skill is higher, and when you loot it.
Spoiler
When I defeated Miraak for the first time, I was a Two-Handed, Heavy Armour user, which uses loads of Shouts. I looted Miraak, and the Mask came under Heavy Armour.
When I defeated him the second time on my account I was previously on about (One Handed, Restoration and Light Armour. And also a Vampire Lord.), I Looted Miraak, and his Mask came under Light Armour.
Which I then came to the conclusion that It changes.
Sorry if this was already Confirmed, but it's new to me.
