Textures/Details stuck on "Low"

Somehow the ingame Textures are stuck on low level, regardless what I choose in the launcher. Resolution and others behave normally as far as I can tell. Anyone got this problem, too ? You can check with your Pipboy, if you cant read the descriptions under the buttons on your Pipboy, it got stuck ( If you didnt choose Low Textures anyway of course)

I found people in other forums having this problem, but no one found a proper solution. I also tried Offline Mode with Steam, Reloading the Fallout Inis (via Steam) and stuff, but no change so far.

Can anyone tell me how to fix this, so I can again use "High" Textures ( or details, not sure how its named in English)

I think my view distance is stuck on low. I have everything set to ultra yet grass, trees, buildings, and distant landscape are popping in constantly.

Please, someone help me, I dont know how to fix this :(

I can do whatever I want, Texture-detail does not change, changing Resolution or anything else works. Now that game is not only slow, it also looks bad..... HELP :cryvaultboy:

Post your computers full specs.

Also in your gpu's settings you need to use quality, disable any power savings you may have going on with your computer, Also there are two config ini files for the game one in your documents folder the other in the steam directory could be one is taking priority over the other...

Seems like "Mip-Map-Detail" in the Catalyst Manager was the problem, setting it to Quality helped.
As for the DxDiag and stuff, I will first try to find out how the spoilers are working :D

I have an Intel Quad Q9300 @ 2.5 Ghz, 8GB DDR3 Ram, HD5970 4GB and a 320GB Velociraptor ... Performance is between mediocre(anywhere without npcs or animals) and unplayable, pretty much regardless of settings. Drivers are up to date ( Catalyst 10.10d)

Can you tell me, why the Mipmap setting is restraining the Texture-level of this game ?
