Those are random encounters, handled in one place with all the other random encounters, I think.

and where ? mostly I am looking for the letter they have in their inventory after u kill them ...

Most letters will be listed in the "Books" item list of the Creation Kit. I took a quick peek and didn't find it, but there are a lot of example letters to look at. What were you trying to get from it?

The letter is WE34Note and the associated quest is WE34.
