This is weird. I am now Thane of Solitude complete with housecarl and the sword you get....but I have not done "The Wolf Queen Awakened". I completed "The Man Who Cried Wolf" and I have waited...and waited...and waited....but no letter via courier to start "The Wolf Queen Awakened". So I went back to the Blue Palace and talked to the Jarl. She gave me the quest to place her husbands horn at a shrine of Talos...did it. Went back she told me there was a house for sale...bought it. Then talked to her again she told me to become Thane I needed to do 5 favors for people in Solitude. As soon as the quest to do the favors popped up it showed 5/5 favors done. I talked to her again and boom I was Thane. So is my "The Wolf Queen Awakened" bugged and I'll never be able to do it? I have heard that it is totally random when the courier shows up, but good lord I have waited almost 2 weeks in game time.

You have to talk to Falk - the guy to her left. You may also have to talk to the guy in the temple but Falk for sure

If you're on PC, you can use the console (~) to start the quest.

I have talked to Falk..he gave me "The Man Who Cried Wolf" quest. I was told "The Wolf Queen Awakened" starts from you recieving a letter from Falk....I have yet to get that letter. I am on the PC version I just don't like using the console option. Falk even has a copy of the letter on him that you can pickpocket...but doing so still doesn't start the quest lol.

The courier is triggered by leveling up...So I have 1/2 a level to go.
