Yea it depends on your level.

The reward depends on your level when you complete that quest, and both sides will give you a daedric weapon if you're at a high level by then.

See that's what I figured. But it was pretty cool cause I have STILL yet to find Daedric Armor/Weapons OUTSIDE of Smithing. Not in chests or anything.

I think it is Tullius gives you a Daedric sword of Blaze after taking over Windhelm (at level 40+). Wait, does Ulfric give you the same?

Also, just a while ago I got an Ebony Shield from Tullius (even though he said he was giving me a blade?), at level 18 only. I was shocked.

When I became Legate, I got the Ebony Sword of the Vampire. I would have kissed Tullius then.
