I'd say it's more efficient to just keep enchanting your spare weapons with Banish/petty soul combo though. If you're just enchanting armor for the skill XP, don't worry about the resale value.
Water breathing gives the same resale value even with a petty soul, but you can't use it on every item type. For the armor enchants where value is directly linked to the size of soul used, I believe Fortify Sneak has a good value ratio.

There's a bunch of different answers because certain enchantments only work on certain pieces of gear. Fortify Sneak and Fortify Carry Weight are the most valuable enchantments I've had on armor. There might be more valuable ones, but I don't enchant armor for cash. By the time I'm done enchanting weapons for cash, the vendors won't have any money left over. I usually sell plain unenchanted armor to svck up the last couple hundred coins they've got.

Carry weight for armor seems to be the best seller iirc.
