I figure a new thread is needed for minimal confusion.

To download the Creation Kit, exit and restart your Steam client, then go to View -> Tools and find Creation Kit in the list.

The controls are very similar to the GECKs', so it was prettty easy.

The minute the forums went down, that was my cue to check tools and there it was. Took me 2 minutes to download it.
