Ok, first I apologize for bringing up a topic that has been beaten to death many times, but i have a reason for it.

The reason I bring it up is because I was made aware of a book called http://uesp.net/wiki/Lore:Legal_Basics which can be found in Daggerfall which specificly states that killing the sovereign of an Imperial Province is High Treason. However, there is strong evidence in the game that the challenge Ulfric issued is legal.

What do people think about this?
