I helped the stormcloaks take over Whiterun and have learned the Call Dragon from Paarthurnax.

I then returned to Dragonreach, talked to the Jarl and he is going to allow me to call Odahviing to trap him. I did not have to do Epic Entanglement part of this quest.

I go to the porch and shout. wait. shout. wait....................wait. shout.

The dragon is not coming so I cannot finish the quest.

did you use the entire shout?

Put out some raw meat?

Ok that worked. It just bugs me that forgetting to hold down the "Z" key a little longer made it impossible call the dragon

lol thats like complaining that people dont know who you are talking about when you say the first letter in their name...
