APB has perhaps the most complex character creation system of a shooter game. BRINK doesn't come very close, but SD has really put a lot of thought into developing outfits that fit very well with the scenario, and although you'll only find about twelve-ish components per outfit part for each side (with multiple colors), they're going to be very top quality outfits.
It's really not that simple.
APB has it's own very complex texture design and gimmicks like the Audio Editor. But the actual number of items isn't very great.
BRINK has no texture design, but the number of items is a lot larger than APB's,
