The Headless Horseman! : V

I was walkin on a road outside whiterun when I saw a headless ghost man riding on a ghost horse. I walked up to him and it said "talk to the headless horseman" does anyone have a idea of what this might be?

EDIT: Do you think this is just an easter egg or something more?

I mean it might be something like the ma'iq the liar of skyrim-and I never got a chance to talk to it because it was too fast
