The Imperials putting the blame on city guards for the murde

So I just finish the dark brotherhood quest (I killed that good for nothing emperor) and I didn't kill Cicero since I honestly didn't think Astrid truly respect the old ways like Cicero did.

Anyhow I approached one of thehttp://i1096.photobucket.com/albums/g322/Raidensama/Skyrim/TESV2012-02-2015-16-25-98.jpg... As I wore my Darkbrother hood outfit on mind you.

So are the guards being blamed for me murdering this Vici woman at her own wedding? Why isn't their any penitus oculatus targeting me after the murder took place? Theirs 2 idling right in front of the door where I had to go to in order to kill the fake emperor , and they won't do jack! Wont attack me right after I killed Vici, the fake emperor, their boss, and not but least the real emperor himself. They act as if I'm just a regular citizen.

I think it's a random dialogue. I almost never wear my DB stuff around (RP reasons) and I've had the guards say that to me shortly after the 'incident' - they don't seem to repeat it later in the game. FWIW: the only armor I've gotten comments on is Ebony...and the general "...lightly armored...light on your feet..." one.
